Yes: The treatment for phimosis, tight foreskin, is a long course of topical steroid cream and manual gentle stretching of the foreskin. If these measures fail, circumcision is then indicated.

Betamethasone yes: Stretching no, unless gently combined with steroid (such as betamethasone) cream. Forceable stretching can cause foreskin to split which in turn will cause scarring and worse phimosis.
