No: Sperm requires a specific environment to survive - a toilet seat isn't one of those places. Also, during intercourse, a male ejaculates near the cervix (the opening to the uterus), making the sperm's journey to the egg much shorter than if it had to traverse the entire vagina.

No: Spermatozoa are designed to survive in very special environment. A toilet seat is not that environment. Even if the women in question deliberately tried to introduce some of the semen into her vagina, survival would be unlikely. There have been a number of cases of women who made this claim, but the reasons fall apart when the truth actually comes out.
