No: Sperm requires a specific environment to survive - a toilet seat isn't one of those places. Also, during intercourse, a male ejaculates near the cervix (the opening to the uterus), making the sperm's journey to the egg much shorter than if it had to traverse the entire vagina.

Even if the women in question deliberately tried to introduce some of the semen into her vagina, survival would be unlikely. There have been a number of cases of women who made this claim, but the reasons fall apart when the truth actually comes out.
