I was told i have white blood cells in my discharge. does that mean i have an std or is it just a bacterial infection?

Could be either: Both STD's and bacterial infections can show white blood cells. Culture is the definitive answer

However, since you ask the question, I assume you are at risk, maybe multiple partners, a new partner, inconsistent condom use, etc. For sure you need to be professionally evaluated, including tests for gonorrhea and chlamydia.
