Possibly yeast: It's summer and we all sweat. He could have something as minor as a little yeast infection from the heat/sweating. You can try an over-the-counter antifungal cream. Have him air out area by not wearing underwear to bed at night for a week. Make sure if he's sweaty or hot to clean and dry area well. If bad rash or painful urination, needs to see doc for diagnosis or stronger treatment.

Several things: At the tip of the penis, it is unlikely to be a UTI, but more likely related to contact with either concentrated urine, friction from clothing, or sensitivity to a soap, etc. A yeast rash usually starts in the folds. If he is not circumcised, adhesions between the foreskin and the glans can be uncomfortable. Puberty changes usually do not cause soreness unless repeated self stimulation.
