Dermatologist: The rash may be due to excess moisture or friction. Try wearing looser slacks or jeans. See a dermatologist as needed.

It could be many: things commonly eczema, fungus, psoriasis. I would see dermatologist for diagnosis and treatment. You can certainly try some hydrocortisone but if not better see doc.
