Hi docs! is it true that safe to have sex before or after the mens period?

Safer only: If what you mean by safe means less chance of pregnancy, then yes, there is less of a chance of pregnancy just before or just after the menstrual period, but there is no guarantee. If by safe you mean less chance of getting an infection, then no.
