Urologist/Dermatolog: Your best bet is to see a urologist or dermatologist. They will be able to identify what is happening. You may want to minimize this but it's best to catch this early on.

Go to see MD: It could be fungal infection, vs other psoriasis etc. You need to see a dermatologist and get yourself checked.

Latex?: The biggest concern with these symptoms on genitalia is sexually transmitted diseases. Other causes can be allergies to latex or lubricants, oils, creams etc. The best solution if you cannot isolate the cause is to see a doctor and complete a thorough history and evaluation.
