Herpes?: Herpes can show up anywhere. There are several strains, and you can't determine which type it is without a swab. Herpes would come and go in the same place. I suppose it could be a form of pustular eczema. A dermatologist would be able to tell the difference.

Shingles?: Herpes and chicken pox (shingles) are all in the same family of viruses. It sounds like this is more likely a reactivation of a chicken pox virus (shingles) than it would be hsv 1 or hsv2. You can get a viral culture to determine, or even just an exam by a trained eye would be able to tell you what it is. Acylovir can sometimes help with these viruses.
