NO: Herpes is transmitted through a "skin to skin" contact, and thus if one has genital herpes, it can be transmitted sexually. Outbreaks with open sores certainly increases the risk of transmission greatly. Condom use can profoundly decrease the risk of transmission, but is not 100% effective. Best wishes.
