Yes: In the past when syphilis was common, the so called tertiary type occurring years later in the course of disease caused the so called gpi (general paresis of the insane) mistaken for purely psychiatric disease.

Yes - neurosyphilis: Neurosyphilis (tertiary phase)can present as delirium, dementia, mania, paranoia or psychosis. Encephalitis can present in the quaternary phase.
