Varies: Could be a sebaceous cyst if it is "on" your scrotum . It could be a spermatocele if it is "in" your scrotum. It is best to have a doctor examone you. It does not sound serious but get seen.

Yes: Newborns often have swollen genitals from mom's hormones and sometimes related to the trauma of coming through the birth canal. Older babies should not have swollen genitals. Suddenly swollen genitals in combination with fussiness or definite pain should be considered a medical emergency.

Molluscum?: Small 2-5 mm dome shaped bumps or papules on the genitals could be from a viral induced infection known as molluscum contagiosum. These are more commonly seen in children, but can also occur in individuals that are immunosupressed. There are also other causes for lesions on the scrotum, but without examination it is difficult to tell. I recommend a visit to your doctor or a dermatologist.

Where: On the scrotal skin or inside the scrotal sac? On skin,sebaceous cyst is possibility.Inside scrotal sac,spermatocele is possibilty.Get checked in case it is inside sac and is something more serious such as a testicular tumor.

Possible: No way to know for sure without a physical exam and inspection of the area though. Especially rashes are generally impossible to diagnose purely over the computer. Certainly sounds like it may be fungal though, but get an evaluation to be sure of the proper diagnosis and treatment. Good luck.
