Varies: Could be a sebaceous cyst if it is "on" your scrotum . It could be a spermatocele if it is "in" your scrotum. It is best to have a doctor examone you. It does not sound serious but get seen.

Sebaceous glands?: These may simply be the glands that all grown men have. Or you may be a guy who has a bunch of little epidermoid inclusion cysts. Angiokeratomas are also common but they're more reddish. Get with your personal physician on your next office visit.
