Consider topical : Not to sound indelicate, but the bottom is like the top but without teeth. A little oragel ( over the counter )might actually help lessen the discomfort applied to the area, if it is not into the canal of the urethra itself. If into this area a drug called Pyridium (phenazopyridine) might help. Good luck!
