Normal variant: A couple of small bumps on the penis (especially on the underside near the head of the penis) are usually just prominent sebaceous glands or hair follicles that sometimes become more prominent with local irritation. The other less likely though not uncommon cause of 'bumps' are genital warts (hpv). If concerned, your medical doctor or a urologist can most lkely provide an accurate diagnosis.

Pearly pink papules: A necklace of tiny bumps -PPP- is benign. Your description is not detailed enough to be sure. A dermatologist can define this with a simple exam. A urologist could be an acceptable alternative.
