Here are some ...: Feeling itch here and there on the sac or any other part of skin could be normal as long as not occurring at the same spot leading to repetitive scratch for a chronic skin thickening - called lichenification, which appears in psoriasis, lichen sclerosus, atopic dermatitis (eczema). So, it's ok with occasional itch. More? Seek Doc, preferably a dermatologist.
