Yes they can be: Testicular atrophy usually caused by anabolic steroid use, testis can shrink in size and production of sperms and testosterone is markedly reduced, causing reduced libido, depression, gynecomastia, loss of hair, testicular retraction and reduced size of testis and infertility.Can also cause hot flashes.

Atrophic testicles: Yes. They may not be producing testosterone or even sperm any more. That then could just be the iceberg of health troubles that then follow.
