Musculo-skeletal?: Both sides and both breasts and arms without mention of skin findings makes infection and things like cancer unlikely. I wonder if there is some muscular skeletal cause or even stress. You might try some nsaids like ibuprofen. If you have new or worsening symptoms or simply are very worried, you can go to the er.
