Nails: Usually if there's not too much destruction or disruption of the matrix, the nail will grow as soon as the end of the finger put back together. Then you should take extra precautions talk to disturb the matrix of the mail.

If : If the splinter is still present and causing you pain, then you need to have it removed. Also you run the risk of getting an infection. Visit your primary care provider or an urgent care center for an evaluation and minor procedure to remove the splinter. Best of luck.

If you have...: Artificial nails, remove them. A common cause is damage from the adhesive applied to hold the acrylics. Then, keep your nails away from soap & water and harsh chemicals as much as possible (wear gloves). Take biotin (one of the b vitamins) 5000 units per day. Use nail polish, either one color coat or 2 clear coats. Be patient, it may take several weeks to bring your nails back to normal.

Nail Dystrophy: You most likely have median nail dystrophy. If you pick your nails, or manipulate the skin around the nails, this can cause this nail condition. If there has been significant trauma, there is scaring in your nail bed which cannot be cured. I would have your doctor write you a prescription for tacrolimus apply this medication to the skin around the nails twice a day for 6-8 weeks.
