Raising Sons: He is doing this because it feels good. Your job as a parent is to gently discipline him to teach him the societal norms we live with. The goal of parenting in this common situation is to do the disciplining in a way that does not make him self conscious about his body.

Penis exposure.: He is going through a stage where he is finding the parts of his body. Teach him that this is unacceptable behavior by using behavior modification, that is reward for not exposing himself.

Normal: Those are normal actions for his age. You should teach him about what is right and wrong, acceptable and not, etc. You teach him the same way you would about not hitting, biting, throwing toys, etc.
