Yes: Lattice degeneration may precipitate a retinal detachment, but usually in one eye. If you see shadows in both eyes it may be scotomas, related to the brain. It may also just be uncorrected astigmatism. See your ophthalmologist.

Yes: If this is new, then you should make an appointment with an ophthalmologist. There many possible explanations for a shadow in the vision, but some of them can lead to blindness.
