Not commonly: Symptoms of a UTI usually include urinary frequency, urgency, bladder pressure, and burning/discomfort with urination. Itching and burning of the outer vagina and clitoris would be much more suggestive of a vaginitis (especially if associated with a vaginal discharge), skin inflammation, or allergic reaction.
