It depends: If it is an emergency, any accessible blood vessel is a target. Lower legs, feet, hands, neck are all common sites. Advanced providers can use longer needles to place catheters in the groin, under clavicle, or deep neck, or if needed badly enough--an access can be inserted into some bones.
