Not if it hurts: If you have recovered and have no symptoms, then yes. If you are currently symptomatic, not advised.

Yes: If your symptoms allow you to stay active, i would not keep you from playing soccer if you were my patient.

Yes and no: Do you have radiclular symptoms? Is there weakness in a nerve root distribution. If a herniated disc is not causing radiculopathy you can continue with sports.

Yes depending on...: This depends on type & severity of your symptoms as well as what aggravates them or makes them feel better. Exercise is generally better than rest but it depends on the exercise & sport as to how it affects you. If you are free of symptoms, go ahead. Most symptomatic disc herniations get better over time without surgery. About 10% go to a surgery and still allow return to sports once healed.
