Yes: A 2nd-degree burn extends into the bottom layer of skin, the dermis. Abrasions, of which a rug burn is a mild form, are very often 2nd-degree in depth. They usually heal with good wound care (keeping it clean and applying antibiotic ointment) and good nutrition.
