Absolutely yes: Sunburn can certainly cause a skin irritation and inflammation. The inflammation actually causes swelling.

Yes.: Absolutely, it is at least a first degree burn and with it, inflammation and swelling.

If the feet were : Burned as well then yes. Apply aloe to the burnt areas and take an antiinflammatory if not contraindicated.
