Yes: That is appropriate. Conjunctivitis can be bacterial, viral, or allergic. They can also make sure it is not another condition such as iritis.

.: You could but it eould not be the best use of resources. Most pink eyes are viral in origin and you will need symptomatic treatment. If it is a pink eye with no pus in eye use artificial year drops for relief (will decrease foreign body sensation).

Urgent Care Clinics: Immediate care clinics and urgent care clinics offer many types of "non urgent" services, i.e. Physicals, immunizations, and yes treatment for conjunctivitis.
