Yes: Spigelian hernia is one at the semilunar line. Reducible, incarcerated, strangulated are the 3 types of hernias. You seem to be describing the first one... Be careful.

No: It sounds like a spigelian hernia. Someone your age should not have a spigelian hernia. See a hernia specialist.

Yes: You can with any type of hernia. Just be gentle and careful, and if it causes a lot of pain stop. Listen to your body. Reducing your hernia as it's called, can be helpful to minimize pain from the hernia and to prevent complications like incarceration (things getting stuck in your hernia) or strangulation (when things get stuck and lose blood supply). An abdominal binder can help as well.
