Skin is inflammatory type and there for since 7-8 years, and is very itching type and is bleeding seasonally, it occurs in leg and hand parts?

You may have: Eczema. That would be my bet. Try Hydrocortisone cream. A more potent topical steroid, such as clove Taxol (paclitaxel) may be more helpful but i would see your doc. Good luck.
