Probably not: Its possible but would need more info to determine that. If it is a dark discoloration on the inside of both ankles it is most likely due to venous insufficiency (often goes along with swelling in ankles and lower legs). Would need more info.

Possibly: If this has come on recently and affects not ankles i would think either irritation from shoes and or socks or allergy. However, there are other possibilities.
