It can: If medical tape is applied too tightly, it can compromise the circulation to the foot and irritate the superficial nerves. Numbness, tingling and change in the color ot the toes can be an indication of this.

Not impossible: It's really difficult to "cut off circulation" using medical tape on the foot. Using a tourniquet, it takes constant pressure of over 200mmhg (depending on blood pressure) for over 3-4 hrs before there is permanent tissue damage. Although it may be uncomfortable, medical tape isn't known to be that dangerous. Toes, however, are a different story.

Only: If to tight. If area is pink and warm and blanches with pressure the it's fine. If blue in color then to tight.
