More commonly : A cyst on a forehead at the hairline is a sebaceous cyst.

Likely not ganglion: Cysts of the forehead are usually inclusion cysts, sebaceous cysts, or occasionally can arise from the connective tissue deep to the frontalis musculature. None of these most common cystic structures are considered ganglions.
