Good surgery: It means the surgeon was able to cut the cancer out leaving no large amts of cancer from the primary site behind. It doesn't mean there isn't microscopic dz still left which is why some need chemo +/- radiation after successful surgery.

Congratulations: Clear margins in any cancer surgery means that in the sample of tissue that they are talking about the cancer does not extend to the edge of the sample. This means that in at least "this area" they got it. There can be other areas but this is good news.
