Depends: If a woman has never been in labor before, and her cervix has never been dilated before, then she probably should not be dilated even to 1.5 cm at 33 weeks. But, for a woman who has labored and dilated even a few centimeters or if she has had a vaginal delivery before, it is not uncommon the be dilated up to about 3 cm by the early 30 week range of pregnancy.
