Molloscum or warts: Multiple little bumps on eyelids are usually not that significant. It could be small multiple skin tags. But there are two other condition both viral one called molluscum contagiosum and the other one common warts by papilloma virus. See an ophthalmologist.

Styes?: They could be infected or just plugged glands, sebaceous cycts, or viral lesions(warts), etc etc.
