Could be simplex: You possibly could have a condition called herpes simplex. Like a cold sore, this viral infection can cause recurrent, itchy and painful blisters in the same area of the body. Follow with your doctor.

Not likely: It is possible that the blisters on your shoulder are from sun exposure or friction if you wear a backpack (or something similar like a purse).
