Lip balm and diet: Common causes of lip cracking or fissures are from nutritional deficiences, dehydrated lips or contact irritation. Do not lick lips, rather use lip balm to rehydrate and moisten lips. Eat a well balanced diet and in a couple weeks you should see a difference.

Sounds like: It may be angular cheilitis sometimes caused by a fungal or bacterial infection. See your dentist or md for a proper diagnosis. Treatment is often an antifungal cream.
