Evening: Even though zyrtec (cetirizine) is a non-sedating antihistamine, some patients can still experience drowsiness or a groggy feeling. Therefore, until you know whether or not that happens to you, taking it in the evening is what i recommend. The medication effect lasts for 24 hours.
