Yes and no: As single cells, the naked eye would not be able to see individual white blood cells. So if there is just a small amount you could not rely on just looking at urine and know with certainty. However, in large groups as pus, white blood cells and other materials can be seen in this way. So large amounts would be more obvious, just like looking at pus around a wound.
