Depends: If you had surgery to repair your achilles and there stitches are still intact and/or the incision is open, you should not submerge that area. If you did not have surgery or the wound is closed you may. If you are still unsure consult with your physician.

Yes if no wound open: However, even then, a hot bath may cause increased swelling if the rupture is recent and painful.
