No: There is no medicince except for a different form of steroid that will have the effects of prednisone. They all will have the similar steroid effects.

Generally no: It depends on what condition the Prednisone is used for in the first place. Generally, if a corticosteroid is the only option, then any subsitute steroid would give the same risks.
