Define "black": If you mean "tan", yes - phototherapy will cause tanning, unless the child has very fair skin that doesn't normally tan at all. Phototherapy should always be supervised by a medical professional who understands the risks involved. Don't attempt it on your own.

Not likely: as long as it is being used for its intended purpose which in infants is usually jaundice.
