Yes: A lab test for an antibody evaluates if a person had been exposed to a particular infection. If an antibody test (to hepatitis c, in this case) is nonreactive, it implies that the person did not have or had the virus that causes hepatitis c because the body's immune system did not generate a response to fight this infection. A normal immune system and enough time to make antibodies is needed.
