Yes: You are 21. Make sure the ink you put on your body is the same ink you want there when your body turns to mush and the muscle is replaced with fat and sagging skin. Not too cool at age 65. Tattoos are permanent and i've seen a lot of ugly ones. Just my advice.

Different risks: In general there is no contra-indication to chest tattoo in someone that has undergone pleurodesis. You should discuss your individual medical health details/specifics and risks with your family physician. Tattoos have their own specific risks.
