Hard to predict: I am assuming the concussion occurred within a day of the drinking. At that time the effects of the alcohol could be amplified and the effects of the concussion could be amplified. It is not a great idea. It would not alter the blood alcohol compared to a non concussed level but it would alter their performance.

Increases symptoms: After a concussion, alcohol tends to exacerbate the symptoms of concussion (ie. Headache, difficulty concentrating, nausea, dizziness). Recall that the chemistry and functioning of the brain is altered after a concussion. The brain is trying to recover. What you don't want to do is add another insult like alcohol, which can impede early recovery.
