It's not: Technically, statutory blindness is a vision of 20/200 or worse with your best corrected vision. There is no limit to the strength of your corrective lenses as long as they can get your vision better than 20/200. Some states additionally define blindness as a severe restriction of the visual field, even with 20/20 vision and no glasses.

20/200 best correct: Legal blindness in the usa is 20/200 with the best lenses in the better eye. A severely constricted visual field can also qualify.
