Watery: If your tear ducts are full, the increased pressure in your abdomen when bending gets transmitted to your head. This pressure can be enough to expel tears from your tear ducts back into the eyes.

Don't know: But you might have some extra lid laxity where the skin of your eyelid isn't tight and doesn't hold the tears in your eyes when you bend over. This can be corrected surgically. But you really haven't provided enough information to say for sure.
