Bruise with red spot: I would not worry about it especially if it doesn't hurt or do anything. I have no explanation as to why it appeared but i would rather have you observe it.

Bruise: There is a possibility of early infection. Sometimes the bruise might have had underlying hematoma which is surfacing. These are just guessing. If getting worse , it needs evaluation. Watch out for pain fever.
