Could be many things: Could be posterior tibial tendonitis, could be tarsal tunnel, i would advise a visit to the foot doc.

Tendonitis: The peroneal tendons are in that area, you are straining them. Pay attention to what your doing that makes it hurt.

Good day -I just woke up now with extreme pain on outside of both lower leg about 2 inches above ankles. Pain's subsided now.
