Ovarian cysts: If this was a dermoid cyst of the ovary, it is ectodermal or skin tissue in origin, just like where hair and teeth come from. Therefore, it can develop hair and teeth in the cyst. Hope this answers your question.

Fetal development: During the development of a fetus at the differentiation stage some cells get mixed in the wrong place and develop according to their dna code. In this case cells which develop hair follicles and teeth get mixed in with more highly developed ovary cells and so you get hair and teeth in ovaries. Can happen in other parts of body also.
