Some ideas: Very likely the prostate cancer is in the lymph nodes around his inferior vena cava and is compressing them. In my experience this often gets missed. He might instead have congestive heart failure, deep vein thrombi in the legs or vena cava, or any of several other things. A physical exam & perhaps imaging might show a treatable cause. Glad you are here for him.

Most likely: Decreasing nutritional state & inactivity can cause fluid to leach out - address if possible. Previous treatment (radiation, surgery) in pelvis can result in scarring causing decreased drainage from legs. Pls ensure no worry of blood clot in legs. Elevation. Compression garments or pump can help.
