This is dangerous: The person is having a transient ischemic attack until proved otherwise. Needs to be seen in the emergency room even if everyone thinks the problem is really drugs, unless the individual is known to have mental illness or other brain disease and this has happened before.

Many: Some causes are particular to different groups. Elderly would be more likely to be dementia, delirium, blood infection, medication side effect, stroke. Young adults: substance abuse toxicity, schizophrenia, side effects, brain trauma. There are many more.
